Luis is President of Ramírez Advisors Inter-National, LLC, an Arizona-based advisory firm specializing in cross-border business strategy, infrastructure development, and regional economic competitiveness. The firm focuses on designing and implementing innovative solutions that enhance the movement of goods and people across the U.S.–Mexico border while advancing binational economic development.
Luis brings more than 35 years of experience in U.S.–Mexico border infrastructure, North American relations, international business and negotiations, regional economic development, industrial site selection, government procurement, project management, and governmental affairs. Throughout his career, he has been deeply committed—both professionally and personally—to strengthening relations with Mexico and Canada, improving quality of life in border communities, and promoting sustainable economic growth across the region.

He has led multidisciplinary teams on numerous complex, cross-border initiatives, including site selection for major manufacturing and industrial facilities; the planning, funding, and delivery of new ports of entry and their connections to federal transportation networks in the United States and Mexico; and stakeholder coordination to improve port-of-entry operations through effective binational collaboration. His work has also included advising companies on government procurement opportunities, advancing the design and development of cross-border electricity transmission projects, supporting strategies to secure local and regional support for major infrastructure investments, and identifying joint-venture partners for international business ventures.

Luis has served in numerous leadership and advisory roles, including as Chair Emeritus and current Vice President of the Arizona District Export Council, a board member of the Border Philanthropy Partnership, and a member of the Advisory Council for the Arizona Department of Real Estate. He recently completed his third and final term on the National Advisory Council to the Administrator of the U.S. Environmental Protection Agency for matters related to the North American Commission for Environmental Cooperation, and he also completed eight years of service on the Board of Trustees of United Cerebral Palsy.

He earned a Master of Science in Foreign Service from Georgetown University, where he received a Dean’s Citation for Service, and a Bachelor of Arts and Science, cum laude, from the University of Arizona, with majors in Economics and Political Science. Luis attended high school in Vancouver, British Columbia, and was born in Mérida, Yucatán, Mexico.
